It contains brief information about countries within the WHO European Region, for HIV purposes, for those people planning a long-term stay in another country for work or migration reasons. It provides step-by-step procedures, with a list of documents, required for access to healthcare and antiretroviral treatment. It also provides useful links, addresses and additional options for emergency situations.

HIV and Migrants – Monitoring implementation of the Dublin Declaration on partnership to fight HIV/AIDS in Europe and Central Asia: 2022 progress report

In 2022, a ECDC survey was used to collect data to monitor the implementation of the 2004 Dublin Declaration. The survey contained specific questions in relation to the HIV epidemic among migrants, in addition to questions relating to the current national prevention interventions, policies and barriers to the public health response. This report presents the results of the survey.

HIV and migration – Understanding the barriers faced by people born abroad living with HIV in the UK

This report explores the barriers migrants face accessing HIV testing, treatment and care and makes recommendations to improve the health outcomes and quality of life of migrants living with or at risk of HIV in the UK.

Case of D. v. The United Kingdom – European Court of Human Rights

The court held that the removal of a patient dying of AIDS to his country of origin, where he had no access to adequate medical treatment, accommodation, family, financial, or moral support, constituted a violation of article 3 on the prohibition of torture or inhuman or degrading treatment. The Convention explicitly affirms that foreign nationals should enjoy the same rights as citizens, particularly the right of due process, political freedoms, and equal legal protection.
